AN AGREEMENT

of an exchange of friendship and cooperation between the sister cities of Alma-Ata, Kazakh
Soviet Socialist Republic, USSR and Tucson, State of Arizona, USA

We, Nurkadilev Zamanbek Calabaevich, Chairman of the Executive Committee, Alma-
Ata City soviet of People’s Deputies KSSR, USSR and
We, Tom Volgy, Chairman of the Municipal Council, City of Tucson, State of Arizona,
USA:

realizing that the contact between the cities play an exceptional role in the cause of
rapprochement, mutual understanding and broad cooperation of peoples, humanization of
international relations, promote forming of objective public opinion, affirmation (of) a new way
of political thinking in the world:
...striving to make a contribution for concrete actions of cities to the cause of peace;
...taking into account of mutual talks and cooperation of cities we can solve and ensure
better life of citizens;
__believing to the high principles of affinity which is the symbol of the cooperation and
friendly mutual assistance;
__realizing, that affinity and solidarity pass only through the mutual development
between the city of Alma-Ata, Kazakh Soviet socialist Republic, USSR, and Tucson, State of
Arizona, USA, we have affirmed this agreement, marking the starting period of fraternity,
friendship and solidarity for the benefit of both cities.
In line with what we declare:
about affinity between Alma-Ata and Tucson with the aim of establishing and developing broad
and contacts between the countries of USSR and the USA in the following directions;
__to develop favourable conditions for friendly links and many-sided mutual cooperation
all over the spectrum of humanity links;
__to exchange delegations regularly, of the representatives of urban state bodies,
specialists of urban economy, public health, tourists, sports, various cultural and technical
exhibits and photo exhibits;
__to establish close contacts and exchanges in the area of scientific research work and
education;
__to stimulate contacts and links between various departments and other cultural and
social organizations and educational institutions;
__to exchange teachers, students, pupils frequently;
__to establish various exchanges between the citizens of two countries;
__to practise conducting complex actions in both sister cities, between Alma-Ata and
Tucson;
__to practice conducting bilateral relations between the sister cities by means of different
mass information and constantly exchange these informations and publishings in which the
activities and projects of the municipal councils are given.
Today, 2 of June, 1989, in Alma-Ata, Kazakh Soviet Socialist Republic, USSR, our signatures
affirm this agreement. The agreement is considered lasting and authentic.
